I’m Jonas Grimheden, a Swede, with a strong European profile - a candidate for the 2024 European Ombudsman election

European democracy and the rule of law are built on transparency, ethics, and accountability. Those principles must inform the actions of each EU Institution and the people who work there.
As Ombudsman I commit to work towards:
Trust in government institutions can be undermined but also strengthened. I will reinforce the credibility of the EU by countering maladministration and holding EU institutions and agencies to account. As the European Ombudsman, I will build links with the judicial and political institutions in the EU. This includes Ombuds institutions in Member States, where there is often a need for an objective voice to address the concerns of people and businesses. This will help to ensure that issues don't fall between the cracks.
The European Union as a democratic and rule of law-based system must provide ‘good administration’ for its citizens. I will strive to simplify access to the complex work of the EU for the people and to amplify solutions through inquiries and investigations.
I have practiced, researched, and taught international human rights for 30 years.
For over 3 years I have headed the independent Fundamental Rights Office of the EU Border and Coast Guard Agency (Frontex), monitoring and advising on fundamental rights compliance at headquarters and in the field in the very sensitive area of border management. In this role I am providing objective and operational advice in a context with a lot of political pressure as well as high media interest.
Similarly to the European Ombudsman I have around 70 staff, operate a complaints mechanism, conduct investigations and have a legal obligation to publicise our work in an annual report. The independence of my current role is guaranteed in EU law with very similar legal formulations to that of the European Ombudsman. The position is even called 'Ombud' in the Swedish version of the EU regulation guiding the work.
In one of the most scrutinised and politicised areas of EU policy, migration, I have consistently delivered fact-based advice, recommendations, and reporting, at times under intense pressure.
I also have more than a decade's experience in the EU’s Fundamental Rights Agency, where I worked on research and provided advice to the EU institutions in areas such as EU procedural law, technology, environmental sustainability, and on independent monitoring mechanisms.
I have also taught and researched at highly respected universities in Europe, the United States, and Asia.
At 52 years of age, I bring a wealth of experience and a unique perspective to my work. As a Swede, currently working in Poland, with a German spouse and a daughter born in Austria and as an expert and academic with 15 years of working experience with the EU, I appreciate and understand the EU on both personal and professional levels.
I’m into sports and regularly return to my hometown in rural Sweden to recharge with more hands-on work.
